Then, the individual costs of all work packages are aggregated to reach the authorized cost baseline or authorized budget for the project.<\/li>\n<\/ul>\n\n\n\n<p><a name=\"measurement\"><\/a><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Work package performance measurement<\/h2>\n\n\n\n<p>A <strong>work package performance<\/strong> can be measured using the <a href=\"https:\/\/twproject.com\/blog\/the-earned-value-method\/\" target=\"_blank\" rel=\"noopener\"><strong>earned value management<\/strong><\/a> technique.<\/p>\n\n\n\n<p>This integrates <a href=\"https:\/\/twproject.com\/blog\/scope-management-managing-project-scope\/\" target=\"_blank\" rel=\"noopener\"><strong>project scope<\/strong><\/a>, costs, and schedule measures to help the team assess and measure project performance and progress.<\/p>\n\n\n\n<p>It involves preparing a baseline against which the performance of <strong>work packages<\/strong> can be measured for the duration of the project.<\/p>\n\n\n\n<p>Earned value management develops and monitors three key dimensions for each work package:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Planned value (PV)<\/strong>: the planned value is the authorized budget assigned to the work to be performed for the work package.<\/li>\n\n\n\n<li><strong>Earned value (EV)<\/strong>: the earned value is the value of the work performed expressed in terms of the approved budget allocated to the work package.<\/li>\n\n\n\n<li><strong>Actual cost (AC)<\/strong>: Actual cost is the total cost actually sustained and recorded for the performance of the work performed for a work package.<\/li>\n<\/ul>\n\n\n\n<p><a name=\"guidelines\"><\/a><\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1432\" height=\"983\" src=\"https:\/\/twproject.com\/blog\/wp-content\/uploads\/2021\/03\/WBS.gif\" alt=\"\" class=\"wp-image-16864\"\/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Work package preparation guidelines<\/h2>\n\n\n\n<p>When <strong>breaking down a WBS<\/strong> to the <strong>work package level<\/strong>, WBS nodes may be split to extreme levels, wasting time and making the project difficult to understand, manage, and adjust.<\/p>\n\n\n\n<p>There are many factors to consider when deciding how far to decompose the WBS, however the most important are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Work packages should be small enough to estimate time and cost.<\/li>\n\n\n\n<li>The project manager and project team should be positive that the current level of detail provides sufficient information to proceed with the following tasks.<\/li>\n\n\n\n<li>Work packages should be small enough to be assigned to a single person or group that can be held accountable for results.<\/li>\n\n\n\n<li>Although this might differ from project to project, most project managers agree that the 8\/80 rule can be applied to measure a work package. This rule says that no work package should be under 8 hours and over 80 hours.<\/li>\n\n\n\n<li>Work packages may reside at different levels in the WBS hierarchy. Project managers should not artificially force WBS into a structure where all work packages are at the same hierarchical level.
